Mannimarco is first introduced (in that game) through text as a figure of folkloric horror, an undead abomination that was a terrible threat to a whole army of mages. This is consistent throughout the storyline.
He is treated throughout the questline (before you actually see him) as this horrific figure that can inspire terror in the most experienced of Guild Mages and even Battlemages, his return spells the almost certain doom of the Mages Guild and there's little anyone can do about it. Storywise, Mannimarco in Oblivion isn't supposed to be weak, he is framed as being very powerful, in fact.
